All you need to do is set the power mode to "AMD Ryzen Balanced" in Windows and monitor the voltage only with the CPU-Z program! And you will see that in idle time the voltages drop right down to 0.5. During the stress test, the voltage is kept at just 1.37! When you use programs like "Command Center MSI", they constantly access the processor and it does not go into idle mode.
