I've had it for a few months now and can only recommend it. It's legal as advertised and costs extra money to get the metal version (RG351M instead of RG351P). Considering how many games you can play on this thing, getting a more durable build makes sense. Installing ArkOS and fetching the roms will take a little learning curve, and I suggest getting a Samsung SD card (128GB or 256GB or higher) to replace the fragile 64GB version you're using it ships, but once everything's set up, it's pretty damn bug-free. Having (almost) every Sonic, Mario, Donkey Kong, Crash Bandicoot, Megaman, Kirby, Pokemon and Zelda game ever made on a device is unrealistic. Much better than any of the new gaming systems. Just a new game is about $60 today, right? For a little double the price, you can install thousands upon thousands of games on this device. Is free. I have no idea why it's not more popular, but it's the best value for casual/classic players. And after extensive research, this is still the best emulator system available as of July 2021.
