Wow. it's not rocket science, it's nuts and bolts. Some of these screws and locknuts are jammed, leaving the hardware loose but unable to tighten or disassemble. The next step is to cut the stud off the plastic roof of my golf cart with a hacksaw, no easy task. To make sure the bolts weren't twisted, I took them to my shop, secured the hex bolt in a vise, and gently tightened the locknut. After three turns it also jammed. My experience is buying hardware at a hardware store that you know sells quality products, not these things.
