Exactly as described. Very durable construction! The pivoting movement is a bit stiff at first. That was to be expected and probably a good thing. A small amount of oil in the center shaft or pivot point can help initially and reduce wear over the long term. Saved me from replacing bar stools entirely. Worth the price.
