Diagonal cutters are the best among power and hand tools
These German made diagonal cutters are the highest quality I could find. I bought these for my son who works as a volunteer firefighter and wanted to keep them with his gear as a FEMA recommended course tool for cutting bx electrical wire in the event of a roof collapse, fall and get stuck. Cable. I hope that never happens, but if it ever does these cutters will get the job done faster and with less hassle than any other pair of compact sizes I've been able to find. They're expensive, but their performance in cutting with less effort than others makes them a great value. A tool that should last a lifetime.
