After reading the comments I placed the suction cups in a bowl of warm water while I was assembling these. I figured it out without looking at the instructions. The suction cups were a little tricky, but I found a small amount of water (with a wet finger) worked great. Get up and stay! My cat is only 9 months old so he doesn't stay with him for long or anything! He chewed on support wires, chewed and clawed at suction cups without damaging any of them!
