It's broken a long time ago.
For a long time I used a small vice attached to the hood release bar. Easy installation: I had to forcefully remove the old glued plastic. Remove the inner protection plate. So far so good for durability. Civic '97 on the little things that get fixed one at a time. Definitely recommend it.
