The name says it all. The lids are definitely metal and look good. The paint looks like powder to me, but it's probably just a very nice paint job these days. They do what is expected, they cover the valve stem and protect it from dirt. The little padding inside is a nice touch. I expect them to last a lot longer than the plastic ones that broke after a few years.
