Does the format have to be used?
When I first came across a flash drive that needed to be formatted first, it was the manufacturer's recommendation after the first drive I tried to use didn't work for me worked. And if you then format it, there's a 50/50 chance it won't work afterwards. Even if it's cheap, don't waste your money.
