Both axle nuts are missing!

Zero stars deserved! I bought training wheels for my son's new bike. I also had to buy a second key as I only had one key. He was so excited to take it today. He was devastated to learn that his older brother would not be able to finish his build. You must check the packaging before packing the product. How do you explain to a 4 year old that he can't ride a bike without axle nuts!
