**Hard plastic behind the suction cups must be removed**
This is a very sturdy cat perch but the instructions are very confusing. I didn't realize that you have to remove the hard plastic cups behind the real suction cups or it won't stick to the pane. Once I figured it out, it worked like a charm and the suction cups are VERY strong. I hope this helps someone else with the same problem.
