A search for similar errors on the Internet showed that a similar problem may occur due to Kaspersky Anti-Virus, but I do not have it. There is an Outpost firewall, but its complete shutdown (not uninstallation), including its internal protection, as well as unchecking "use Outpost firewall" in the connection properties, did nothing.
