Well made but too big

I have a small head (21-1/2") and was hoping to find a rain hat for the car, counting my umbrella as inefficient and cumbersome for quick entry / Exit to vehicles It looked like a flatter crown to compensate for the girth Unfortunately the crown is standard and the hat sits so low I can barely see If I tilt the hat back to give a better view, do I have to fold the brim to avoid chafing the neck, I only left them because I use them so infrequently and my head stays dry.
