There's nothing wrong with that. My cat managed to stretch the elastic and put it in his mouth while wearing it. The rubber band was tight at the corners of his mouth and snapped so tightly that we couldn't untie it, and when we managed to free him he was bleeding from both sides of his mouth. His neck was tied so tight I feared he wouldn't be able to breathe. It took us two to get him out. My children cried and so did I. I am appalled by this collar and it is going in the trash.
