Shrinks a lot in the wash

I know this dress is 100% cotton but it shrinks A LOT. I have 2/3T for my 2 year old daughter who is a small average height. I tried it on her before washing and it was perfect. After washing it fits more like a shirt. I bought this for a Halloween costume and now I need to find something else.
