The product looks normal. I haven't tried soldering yet, the behavior is unknown. I counted 17 strands on each red and black wire, but I didn't measure the cross sectional area to determine if this wire would fit 22 AWG. Cable/wires made in China are notorious for having incorrect specifications, so government agencies often recall seasonal lighting as the wires are not the right size, do not dissipate heat properly and can therefore become a fire hazard. it does NOT apply to this product, but always be suspicious of cables/wires that are made in China. I will be using this product in low voltage applications and will add built in fuses to prevent the cable from melting so I won't worry. Contrary to the picture in the listing, the item I received was on a spool which I think is much better than a loose reel that can get tangled.
