No cottony noise or bubble wrap feeling. fidgeting? no teether? Yes.

Durable teether and silicone is ideal for babies. The only reason it didn't get 5 stars from me is because I'll be giving one to a toddler and one to a sensory fidget. to be announced. "Like bubble wrap, but better. Pop-pop-pop." It doesn't make a pop sound and doesn't look like bubble wrap at all. So if you want to use it as a fidget, this isn't for you. If you are buying it for a child then great!
