A quality collar will get the job done.

Compared to three other martingale collars for my 16" Shepherd mix. The other two collars were too big even though I ordered the right size according to their sizing chart and one with a black metal buckle on the left has black marks in the white box it came in so I didn't even try collar on my dog. The plastic clasp seems strong enough to last a while. It has a separate hook to hang your dog's tag(s) or attach a leash if you want to bypass the collar's ability to contract. I think it's the goalkeeper.
