That's a fan. it rotates and moves air from side to side. It does its job well - it moves quite a bit of air for its small size, and it's not very noisy. Note that this is a 5V fan, probably intended for hobbyist projects and goes well with microcontrollers (I use it to cool the solid state relay that controls the heater). It doesn't work in your computer, it's 12V and this thing only has two wires. It also appears to have an internal flyback diode as it doesn't cause a noticeable voltage spike when it's off, which is handy.
