doesn't shine at all!

I followed the instructions and used the brush provided to clean 4 sprays per tire and I applied it to 3 cars (12 tires) and 1 bottle. half gone Black magic or any over-the-counter tire polish works best. it's coming back It also smells like an old woman's basement.
