Redmi 9, not to be confused with Redmi Note 9, is a great entry-level device. I finally settled on the 32GB/3GB RAM option, wanting to afford the extra cash for the 64/4GB version at the time. Xiaomi's Android variant is called MIUI ("Mee-You-Ee"). It's quite an amazing OS/ROM with a user interface that is highly customizable. However, having used it on a Redmi 9 versus the POCO F3 that I now have with 6GB of RAM, the latency issues are systemic, not hardware. In conclusion, given the specs, performance and overall quality of the device as an entry-level player, Xiaomi has managed to pack enough features into this small polycarbonate item to give the overall value for money that I believe is quite high to really take into account.
