Amazing quality but runs small for sizes

I love this jacket, super good quality. The only problem is that it runs smaller than what’s on the size guide. For this product, my cavalier King Charles spaniel (16-18 lbs) can barely fit into the XXL, and my roommate’s Toy Poodle (8lbs) needs an XL (we got him a M which should be his size according to the chest size on the guide they gave, but it can’t be buttoned up and only cover half of his body)
