Super cute but wrong size or I misunderstood

I won't subtract the size because I can't be sure I read the chart correctly. I ordered the sizes my dogs normally are but they are still too big for both of them. One of them weighs 7 pounds and the other weighs 14 pounds. The rest is sooo cute. Too bad to send them back but they are too big.
