It's a rating issue.

We all rely to some extent on customer reviews to provide their opinion on product features. But if some buyers are naive and don't really know how to use the product and don't read the instructions, leave a negative review that contains false and misleading information about the product, the others think the product is lacking in some way. I have used Taylor scales for over 40 years and consider them reliable tools. I purchased this Taylor kitchen scale (22 lbs/10 kg) to use for weighing slaughtered chicken after it has been slaughtered and processed. I have now ordered a second one to use with veggies and other items around my house. From the box I zeroed the scales, then put a stainless steel tray and brought it to the container - zero. Then I started weighing two 1 pound packets of butter and three 1 pound packets of butter. Each time the scale read perfectly, 2# and 3#. As for those who seem to think Libra is weak. What they don't understand is that the weighing mechanism is spring loaded and designed to kick back until the spring tension builds up, at which point you read the weight. Some people even complained that the tray fell off. There is an imprint of the scale platform on the tray, which makes it quite stable. You can't throw something into a tray on the scale platform and expect nothing to happen. Depending on the strength of the "flopped" object, you may be able to induce enough springback to make the object bounce. These are all user issues, not scaling quality issues. I believe it is accurate enough for the non-commercial scales made by Taylor. I expect it to last for years but I have to be careful how I handle it. It's a great scale, love the big dial with writing and the multi-kg scale. See my photos below. Feel free to buy.
