Another case of pump failure. The CPU will overheat during startup with no load and the PC will shut down automatically. Luckily I was able to verify in the BIOS that the pump speed showed 0. The radiator was correctly installed on the front of the case with the hoses aligned to the bottom of the radiator. I am very disappointed that such a highly acclaimed product failed.
