I don't know what a bar counter is but there is no socket in the picture. It's also not entirely clear that it does NOT come with Peltier modules, they were ordered separately but are now a few days behind on what this whole setup was intended for. I'll change my rating to 4 stars once I've replaced the base board, the heatsink design is decent except for the curved outer fins, and the fan is powerful for its size.
