I have a dog with a 16-1/2" neck so I ordered a 20" collar. The chain is not 20”. Total length, including the rings (which add no length), was just under 20 inches. I suggest you add 4 inches of what you need for the right fit. For a small dog, you probably only need to add 3 inches. When I ordered the collar with the extra 4 inches it fit well.

Nice correction collar although a little hard to find size. My dog has a wide head so I had to go a size up to fit over her head. In the end it didn't matter as she hated it. She would shut down completely and would suffocate if I let her. Switched to a spiked collar and she responded beautifully and is gaining confidence with the walk. This collar is very strong but not too heavy. I will be giving this to my friend whose dog does well with a collar so she has a spare collar.

As much as I hate/love these types of collars, I'm one of the skeptical people who thought it would literally choke my dogs, but after trying it a little thought and my neighbors kept offering it, i was finally f*+- it and got two. To be honest I didn't even measure my dogs, just assumed and was very surprised that they have enough space to constantly adjust them. I originally ordered a 22" and it was only a 21 1/2" including the rings. So I sent it back and ordered 2 inches. The links on this one are huge, about three times the size of the previous one. I'm not sure I'll keep it as it seems awfully heavy to me. Fast delivery, good quality.
