Shoulder seam is at my elbows and cut is terrible

I normally wear and XL, I ordered to XXL to make sure it would fit more like a hoodie, the body is ok as far as fit but the sleeves are TERRIBLE! The shoulder seam is all the way down to my elbows and the sleeves are skin tight!The color is as shows in the picture, just wish the fit was better and it was cut correctly.
