These tires work by clamping material between a slightly flexible outer hoop and a hard white plastic inner hoop. The white inner hoop has a groove so the outer hoop stretches a little to fit through the white part and then snaps into that groove. The tires are cute. Do not leave work in progress inside as the shape of the white inner frame can cause material to snag and aggravate tearing in fabrics such as Aida (when it tears thread by thread at the edges).

I found they can be a little tricky to use as there is no roll pin to tighten. The material may come loose/slip inside the frame, especially when you first install it. I'm concerned that it will also loosen up over time, so I usually take extra steps to sew the pocket seam along the back edge of the fabric and pull it as tight as possible.
