The measurements in the photo do not match the product

I ordered them based on the measurements shown in the product photo. What I have is much smaller. For example, the size shown in the picture as "2.2 inches" was measured with a tape measure at 1.25 inches (give or take 1/16). This is a significant difference and affects the usability of my project.
