Not sharpened, not calibrated and the bearings seem bad (maybe worn out?)

Came not sharpened or valve cones and wheel bearings don't turn well as it stops too easily, when you spin those wheels. Maybe you should wear them and they should be, but I don't know and I don't like it. I didn't have a chance to ride it because I don't have the money to fix the bike at the moment.
