I had to fix it. It's not solid, but adequate. Quality control could not crop the frame. When installing the split stem it locked at an angle well over 90 degrees and the tool did not provide enough clearance and slipped off the valves on my small 25hp Kohler engine. I had to insert a piece of sheet metal, cut narrow and folded once, into the gap between the fork that was too short and the steerer tube. He then held the best angle and I was able to remove the old ones and install the new valves.
