This board is clearly not for overclocking. If you enter unsupported parameters, then it will beep and turn off, but almost immediately, for some reason, it tries to turn on again. After resetting the CMOS, the initialization is sooo long that in anticipation of a squeak, it sometimes seemed that some of the system components had burned out. There is a mistake in the market - the specification on the official website says that the maximum memory frequency is 2933, well, maybe, of course, it means that officially modern Ryzen pull this maximum? As for the problem with the case fan stopping at system startup: switching from AUTO to VOLTAGE seems to help, but this is not accurate, because. the decision to hand it back was already formed.
