The elongated locking ring looks out of place, but it's there. The collet must be inserted into the nut until it engages and then screwed onto the chuck. The purpose of this is that if you try to remove the bit and loosen the nut, the collet will pull out and the bit will be free. Once I figured it out, everything works correctly.
