I've since learned how to use the grip and now it works great! To start a quick flush, the handle must be quickly squeezed, not held. Then the water flow is adjusted by the blue float, which can be adjusted. The instructions don't specify how long to hold the button down so it was trial and error. But the block works fine. Before discovering the secret, I called the supplier and explained my problem. Then, without hesitation, their tech support sent me a replacement purge valve assembly. When the unit was working properly I called back to cancel the exchange but it had already been shipped. They just said to leave a replacement. It doesn't cost me anything. The toilet only performs a full flush each time. There are no leaks, the tank fills up without any problems. There has to be something sticking out of the float to keep the water from adjusting. Probably have to go back which is very disappointing after all the work involved in building it.
