The covers arrived and I put them on the trailer's tires to make sure they fit and they fit very well. I live in the eastern plains of Colorado where it gets very windy at times. I don't think these suitcases will stay in the wind without some sort of strap at the bottom of the suitcase. I will sew on some straps with side buckles to hold them in place better. Even if they come loose they won't be blown away as the straps secure them around the axles. The manufacturer has never mentioned anything about the harnesses, but several reviews have mentioned that they have seatbelts. Well it isn't. The elastic at the top pulls down to about 1/3 of the tire but again I don't think they will stay in place with just the elastic in very windy areas.
