What's wrong with water balloons? Fill them up! This solves the problem. I was skeptical but it works as advertised. Prepare a refrigerator or a large SMOOTH basket. Some of them will burst after inflation, but this is solved by not dropping them too far and not filling the container too much. The weight of other balloons will break their bottom. Once we filled them all out, we had a full family battle royale!
