After disassembling the packaging to release the latch, I inserted the reset tool into the hole and rotated it 90 degrees while pushing down as directed, and that Tool actually turned me. I don't know why either lock and key or a combination can't be used, but you can't unlock it with a key without setting the combination first, and you can't get a combination set if you can't reset it. I'm a small fingered woman so I wish any big fingered man the best of luck trying to tweak this thing. I suppose it's safe to say that this thing, as difficult as it is to install, will probably adequately secure our country's nuclear facilities. I will be back for a product that is just as safe but has an easier setup!
