Extremely roomy at the waist

I bought a size 18-24 month for my 24 month old son who has almost outgrown all of his other 24 month pants. I had a 2T polo that was too long, but I needed fancy khakis for a wedding, so I ordered them. These pants were huge in the waist - they fell off a minute after being pulled up, all day long. It was a nightmare. Either the pair I received were the wrong size or they are very large. The fabric was nice (medium weight and soft), as was the color - olive khaki.
