For some reason I thought this teether had a cooling element to it but it doesn't. It is just hard plastic. It's still kind of a fun toy that twists and turns. Our daughter enjoys playing with it and yes - she uses it as a teether (like everything else she gets her hands on). My only concern is if it breaks, there are small plastic pieces inside the clear sections that could be swallowed. I think they are there to make a rattle sound but really are pointless. I would recommend supervision when using. There are many other teethers available that are better and appear safer (like Toofeze). Wouldn't purchase again.
