Poor Adhesion/Quality Buff and Buff

The first of ten felt pads removed, I was disappointed that polished metal looked like a great product. Everything I tried did the same, port freight 7 amp grinder 4.5, I even welded 2 pieces of jb to other 2, it still didn't work
