Does not support legacy DisplayPort 1.2 4k monitors

This is what I'm getting because I'm up to date at two different times. I have two Dell 2414Q 4K monitors that I can drive using DisplayPort 1.2 at 60Hz. These are wonderful monitors that I have had for 5 (!) years. I wanted to drive these monitors with a Surface 3 laptop that a) doesn't support Thunderbolt 3 but b) has a weird USB-C to DisplayPort. 1.4, which should theoretically allow me to run two 4K monitors at 60Hz. But I think it's only for DisplayPort 1.4 monitors which my old Dell monitors obviously don't have. I was hoping that this thing could solve this problem for me, but it can't. Right now it can only drive one of my DisplayPort 1.2 monitors, and only at a meager 30Hz refresh rate. a Surface Laptop 3 - at work I have two Dell 2560 x 1440 monitors that work well with the Surface Dock , but the dock does not support dual 4k 60Hz monitors. I really don't want to buy/replace these monitors. All of the options here are pretty crappy (read: expensive): Replace my 2414Q with a pair of DisplayPort 1.4 monitors, or switch to a different dock/adapter and use a laptop with Thunderbolt 3 instead. I've tried using my 2017 13- Inch Macbook Pro (with Thunderbolt 3 support) and it can't *drive* any monitors. I was hoping to find a solution that works with both MBP and SL3. Wishful thinking in 2020. Hope it comes back, this review will help someone else who might try to solve this problem. 5 star review because I think this thing actually works for the intended scenario. But my copy is back.
