Lazy scroll wheel, and doesn't work well without a mousepad

I ordered this mouse to replace a Logitech wireless mouse I'd been using. This new mouse was terrible so I went back to using my old one.The first problem I noticed with this mouse was that the sensor doesn't track well, so the mouse does not always move the way I want it to. I tried a couple different DPI settings but that didn't make a noticeable improvement. The desk surface is not shiny or reflective, and my old Logitech wireless mouse has always worked just fine on it. I tried using a mousepad to see if that would help; it did help, but I don't want to have to carry a mousepad everywhere. The next major issue I noticed was the scroll wheel. If I scroll quickly, the mouse can't keep up, and it doesn't scroll as far as I am trying to. The metal on the scroll wheel is slippery, so I have to press harder to scroll, but then the mouse will start accidentally middle-clicking things.Regarding the other features of the mouse:There are three different DPI settings in this mouse. They do not feel very different from each other. When you press the DPI button, the light on the back of the mouse flashes either red, green, or blue depending on the new DPI setting. The mouse does not remember any of my settings when I turn it off and on again. The LED setting will go back to the default (some sort of rainbow wave), and the DPI setting will go back to the default (the lowest DPI).
