That's probably good if you want to save your money and use it in a dry environment. Rubber fuse caps do not provide a tight watertight seal. The electrical connection to the blades on the fuse is VERY tight, it takes a lot of force to insert the fuse and you need pliers to remove the fuse. I am not satisfied with either the cable or the insulation. The wire is not tinned, and when I cut the wire down the middle and stripped the insulation to attach the ferrule, signs of oxidation appeared on the wire. It took a lot of flux to get rid of the oxidation to get enough solder joint together. The insulation is made of fairly rigid plastic and is large compared to other solutions that use high quality silicone insulation.
