can't get it to work

Bought to replace the mortise bolt I just replaced which was the key turns the lock with no effort but the handle turns inwards the door locks no, it goes, like last new, half an inch, then stop, tangled. The outside key effortlessly unlocks the deadbolt but the inside key doesn't lock the door?
