Like other comments, this item is not in working condition. You cannot cut an item of any size, as the item must be large enough to be pierced in place. This severely limits where you can cut circles and how large of a project you can cut circles. Even if the object is pierced in place, the paper will move and the cuts will not come out clean. The blades are difficult to insert into the grooves. Even without a blade or paper, when you move the circle cutter, the circle cutter will get stuck as if someone is cutting! While this is great in theory, it doesn't work well in practice.
