So yes, I take my cat outside in this harness. He's an indoor cat and I think it's good for him to be outside a bit. When he was a little kitten I got this harness and a very light leash - he loved walking on the patio and in the yard. Now that he's older, when I get the seat belts out of the closet, he comes running because he knows he'll be spending time outside. The small size was perfect when he was a kitten and since he's not a big cat as an adult I was able to just extend the straps as he got bigger and it still fit. He weighs about 8 pounds and the top fits a little tight over his head, but not dangerously tight.
