Brightness is tied to speed.
The same fan I had in my case and I just wanted to add a third one in the back. Only after that did I realize that the brightness of the fan is related to the speed. The faster the fan spins, the brighter it gets. It's cheap and matches my other fans so I'm happy with the purchase until I upgrade them all.
