Works best in computer accessories and peripherals

When running this cable from a DVD player to an old Samsung 17" synchro (the one with the TV tuner) it works intermittently, but it does looks like signal is off or the monitor just doesn't like the signal. So the cable offers an adjustment, but something is wrong.
