Let's see: What is wrong with the attached picture? The positive side of any open-ended connector plugged into an automotive power supply (like this one) should be the SHIELD side of the connector. When delivered, this connection is insecure; The unshielded clamp on the SAE side connects to the vehicle's power supply (+) and can easily short out any available vehicle ground (i.e. the entire frame and all metal parts attached to it). This is a direct route to catastrophic failure or fire. It is very likely that you will be connecting a charger to the SAE side and the polarity of the plug is definitely reversed which is required to do so. In fact, I can't think of anything I've ever come across (that plugs into a vehicle's SAE connector) that has a ground on the exposed side of the connector (or + on the shielded side). I believe this device has the wrong polarity for almost every intended use. This is dangerous! fix it!
